This bill establishes a "Digital Bill of Rights" through a series of new regulations on tech companies that generate over a billion dollars in revenue. The bill's provisions cover issues ranging from content moderation, targeted advertising, search engine operations and data privacy with expanded opt-out rules. While there is a role of government to protect individuals from fraudulent practices this overreach significantly limits the ability of tech companies to provide targeted and low-cost advertising to consumers. Imposing a Series of New Costly and Overreaching Government Regulations on Large Tech Companies through a "Digital Bill of Rights".

This bill requires each public university in the state to establish an Office of Public Policy Events (OPPE) and hold at least 4 debates and forums on public policy issues each year.
