This resolution amends the state Constitution to require signatures from at least 15% of the electorate in every legislative district for a citizen-led initiative. Current law only requires signatures to be collected from 15% of the electorate statewide. This requirement also applies to initiatives for a statewide measure (10%) and statewide referendums (5%). This bill allows individuals convicted of a felony offense involving use or possession of a controlled substance to now receive SNAP benefits as long as they are just in compliance with the terms of their probation, including any drug testing requirements. Previously, a person was required to also meet additional requirements to receive benefits, such as completing a substance abuse treatment program. The bill also eliminates the requirement that the Arizona Department of Economic Security adopt rules imposing more frequent drug testing if the conviction occurred within 24 months of an application for benefits. This bill creates a special 30-day nonresident vehicle registration permit, allowing individuals who live outside Arizona to purchase a vehicle in-person and drive it home, without having to pay a Transaction Privilege Tax (TPT) on the sale.
