This bill makes more students eligible for the Tennessee Education Savings Account (ESA) Pilot Program by expanding the program to cover Hamilton County (previously just Shelby and Davidson counties). Under the bill, school districts now only need to have 5 schools (previously 10) which are within the bottom 10% worst performing in the state. Support is the Limited Government Position as combatting fraud within the state's unemployment insurance system is critical to maintaining low payroll taxes for businesses which are forced to pay into the system. While unemployment insurance should not be carried out by government - rather, a system should be established whereby individuals and companies can purchase into a program on the private marketplace - lawmakers have a duty to maintain the integrity of the system.
