The "Udall Foundation Reauthorization Act of 2023" sponsored by Rep. Juan Ciscomani (R-AZ) would reauthorize through FY 2028 the Morris K. Udall and Stewart L. Udall Foundation, which is an independent executive branch agency. The Foundation engages in public policy pertaining to environmental policy and climate change, as well as funds scholarships for individuals who identify as Native American. The Foundation lists diversity, equity and inclusion (DEI) as one of its strategic objectives in its strategic plan. Reauthorizing the Udall Foundation an Unnecessary Politicized Entity Advancing DEI and Climate Change Agendas.

The "Lower Food and Fuel Costs Act" includes $700 million in subsidies for agricultural producers and initiatives, including $200 million to upgrade infrastructure to blend both biodiesel and ethanol fuel at higher levels (ex. E15). Additionally, the bill establishes a new special investigator of competition within the U.S. Department of Agriculture (USDA) to regulate and bring civil action concerning competition and trade practices across the agricultural industry. Oppose is the Limited Government Position as taxpayers should not be forced to subsidize the amenities of the agricultural industry (or any industry) and the promotion of higher ethanol-blended fuel, which causes significant damage to older cars and trucks. Furthermore, the best mechanism to expand competition is through the free market, not through further the further expansion of government and regulations - which most often has the opposite intended result.

Advancing Unnecessary Spending and Regulatory Overreach in the Agricultural Industry Through Subsidies for Ethanol Fuel Expansion and a New "Special Investigator" for Competition.

The Rep. Mike Turner (R-OH) amendment #6 to the "Reforming Intelligence and Securing America Act" would modify the definition of "electronic communication service provider" under Section 702 of the Foreign Intelligence Surveillance Act (FISA). While Section 702 prohibits the NSA and FBI from "intentionally" targeting Americans through its mass surveillance, these agencies acquire a huge amount of innocent Americans' communications "incidentally." These agencies can then conduct backdoor, warrantless searches of these "incidentally collected" communications. This amendment would significantly expand the application of Section 702 and warrantless surveillance by now requiring a whole new class of businesses and other entities to take part in FISA. For example, entities such as hotels, libraries, and coffee shops could now serve as surrogates for the spying if customers within the establishments are connected to the Wi-Fi equipment and engaged in international communications. Oppose is the Limited Government Position as this amendment merely further worsens the underlying bill and violates the protections provided to Americans against unreasonable searches and seizures under the Fourth Amendment of the U.S. Constitution.

Weakening Civil Liberties by Expanding Warrantless Surveillance Under Section 702 of FISA to Encompass a Greater Number of Americans and Business Entities.

The "Fort San Gerónimo Preservation Act", introduced by Delegate Jenniffer González-Colón (Puerto Rico), establishes Fort San Gerónimo del Boquerón in San Juan, Puerto Rico as an affiliated area of the National Park System.Under the bill, the Institute of Puerto Rican Culture is made the management entity of the area, with the National Park Service (NPS) providing technical and financial assistance to the institute to assist with marketing, interpretation, and preservation efforts. The "Autism CARES Act of 2024" sponsored by Rep. Chris Smith (R-NJ) increases spending on federal autism programs by $279 million and authorizes $2.1 billion in total spending over the next five years. Much of the spending is directed towards research at the National Institute for Health (NIH). This includes expanding the number of centers of excellence dedicated to autism from five to seven, with the new centers focusing on behavioral support needs and "health equity issues". Oppose is the Limited Government Position as our society faces many health challenges well deserving of research including Alzheimer's, cancer, heart disease and countless other chronic conditions. Unfortunately, our nation is not in a fiscal position to hike spending at the enormous levels contained in this bill, especially on wasteful and politicized initiatives such as "health equity". Hiking Spending by $279 Million - Including on Politicized Initiatives such as "Health Equity" - via the "Autism Cares Act".

The "Regulations from the Executive in Need of Scrutiny (REINS) Act of 2023" sponsored by Rep. Kat Cammack (R-FL) establishes a process whereby new rules imposed by federal agencies must be approved by Congress if they have an annual effect on the economy of more than $100 million or result in a major increase in cost or prices for consumers, among other conditions. According to the sponsor, the bill "would reassert Congress' legislative authority and prevent excessive overreach by the executive branch in the federal rulemaking process." Support is the Limited Government Position as this bill places a critical check on executive branch power and unaccountable bureaucrats within federal agencies who have tremendous authority to impose regulations that directly impact the lives of Americans. The REINS Act is a critical tool to fight back against overreaching regulations and boost economic growth.

The Rep. Glenn Grothman (R-WI) amendment #9 to the "Financial Services and General Government Appropriations Act, 2024" eliminates funding ($240 million) for the Department of the Treasury's Community Development Financial Institutions Fund. The sponsor cited a study by the Heritage Foundation that found the program "to be largely ineffective at meeting its goals of increasing community investment and development". Support is the Limited Government Position as this fund represents corporate welfare at its finest through the distortion of the free market to enrich government-favored entities. Eliminating $240 Million in Wasteful Spending for the Crony Community Development Financial Institutions Fund, which Provides Corporate Welfare.

The "End Chinese Dominance of Electric Vehicles in America Act of 2024" sponsored by Rep. Carol Miller (R-WV) would make electric vehicles utilizing battery technology licensed from China ineligible for federal EV tax credit. Specifically, the bill tightens the Foreign Entity of Concern (FEOC) definition for the 30D electric vehicle (EV) tax credit as well as closes the "billionaire and Chinese manufacturing loopholes" which provide Chinese companies and business owners with subsidy benefits. The bill is in response to plans by Ford, General Motors and other manufactures to license technology from China's Contemporary Amperex Technology Co Ltd (CATL) to produce lithium-ion batteries. Support is the Limited Government Position as while the federal EV tax credit program should be entirely eliminated, this measure at least reduces distribution of the subsidies and ensures Chinese manufacturers and business owners are not enriched at the expense of American taxpayers.

Ending Subsidies to Vehicle Manufactures Utilizing Chinese Battery Technology Under the Crony Federal Electric Vehicle Tax Credit Program.

The Rep. Chip Roy (R-TX) amendment #54 to the "Department of Homeland Security Appropriations Act, 2025" prohibits funds within the bill from being used to implement the "Process to Promote the Unity and Stability of Families", announced by the Department of Homeland Security on June 18, 2024. According to the sponsor, this Biden administration order would grant mass amnesty "with permanent residence and a path to citizenship to hundreds of thousands of illegal alien spouses of U.S. citizens and their noncitizen minor children". Support is the Limited Government Position as despite the need to grow the U.S. economy through reforms to the immigration system that increase the number of skilled individuals who may enter and work in our country, this order from the Biden administration places an immense drain on U.S. infrastructure and taxpayer resources ranging from welfare to the education system, while also creating serious law enforcement and national security issues.

Blocking a Biden Order Providing Mass Amnesty to Hundreds of Thousands of Illegal Immigrants.

The Rep. Claudia Tenney (R-NY) amendment #163 to the "Department of Defense Appropriations Act, 2025" prohibits funds from being used to enforce President Biden's Executive Order # 14019, "Promoting Access to Voting". According to the sponsor, the executive order empowers federal agencies to use taxpayer funds to implement or enter into agreements with partisan organizations that conduct voter mobilization activities. Support is the Limited Government Position as taxpayer resources should not be utilized to advance partisan politics. Such actions undermine our election process and democracy.

Safeguarding Democracy by Defunding Biden's Executive Order that Utilizes Taxpayer Resources to Advance Partisan Politics through Voter Mobilization Activities.

The Rep. Claudia Tenney (R-NY) amendment #64 to the "Department of State, Foreign Operations, and Related Programs Appropriations Act, 2025" prohibits the usage of federal funds to pay the salary of, reinstate, or reemploy Robert Malley. According to the sponsor, prior to Malley's appointment by President Biden as the special envoy to Iran, he "had a storied history of legitimatizing the terrorist organization Hamas, also a U.S.-designated terrorist organization; has blamed Israel for Palestinian attacks; and has facilitated the disastrous 2015 Iran nuclear deal". The sponsor also noted "Malley was working to circumvent U.S. law by striking a deal with Iran without disclosing this to Congress" and since June of 2023 "has been placed on unpaid leave due to investigation into his mishandling of classified information". Additionally, it has since been learned through a bombshell report "that three top aides to Malley were part of an Iranian Government network". Support is the Limited Government Position as Malley should have never been hired by the Biden administration considering his previous history, including his facilitation of the Iran nuclear deal, one of the worst foreign agreements in our nation's history. Considering the latest revelations surrounding Malley and his former team, taxpayers should never again be forced to provide Malley employment.
