This resolution introduced by Sen. Markwayne Mullin (R-OK) utilizes the Congressional Review Act (CRA) to nullify a rule issued by the U.S. Fish and Wildlife Service titled"Endangered and Threatened Wildlife and Plants; Endangered Species Status for Northern Long-Eared Bat". The rule changed the classification of the northern-long eared bat from "threatened" to "endangered" under the Endangered Species Act (ESA) due to the population suffering from an outbreak of white-nose syndrome. According to the sponsor, the Biden administration rule "is an example of the ESA being used to stifle development rather than its intended purpose, which is to protect species from human-caused harm". The "Consolidated Appropriations Act, 2024" sponsored by Rep. Kay Granger (R-TX) is a $460 billion minibus funding several government agencies through Fiscal Year 2024. Overall spending levels are generally flat compared to the prior year with increases for some agencies and decreases for others. For example, the bill provides a 10% cut to the EPA, 7% cut to ATF, and a 6% cut to the FBI. However, the bill continues to fund the Essential Air Service program and contains countless earmarks which fund pet projects of lawmakers, especially at the Army Corps of Engineers where spending is increased 7-fold. The bill also provides increased spending for a number of welfare programs such as WIC, plus $3.3 billion for community development block grants. Furthermore, hundreds of millions of dollars are directed to fight climate change through carbon capture. Oppose is the Limited Government Position as this bill maintains the unsustainable spending levels which were hiked during the COVID-19 pandemic and is chock-full of wasteful pet-projects of special interests. Lawmakers must rein in the out-of-control spending and $35 trillion in national debt, which, when coupled with the $200 trillion in federal liabilities, represents the greatest existential threat facing this country. Note: two Democratic lawmakers who opposed the bill were marked as "X" due to the fact their opposition was not the spending but rather minor provisions pertaining to gun control.

These agencies can then conduct backdoor, warrantless searches of these "incidentally collected" communications. Through this amendment, a larger group of Americans would now be subject to having their communications collected and added to the government FISA database without a warrant. Oppose is the Limited Government Position as this amendment merely further worsens the underlying bill and violates the protections provided to Americans against unreasonable searches and seizures under the Fourth Amendment of the U.S. Constitution.

Weakening Civil Liberties by Expanding Warrantless Surveillance Under Section 702 of FISA to Encompass a Greater Number of Americans on the Grounds of "Travel Vetting".

The Rep. Jasmine Crockett (D-TX) amendment #1 to the "Agent Raul Gonzalez Officer Safety Act" would weaken the underlying bill that establishes a new federal criminal penalty for fleeing Border Patrol. Specifically, the amendment would remove language which had also applied the new penalty to cases of "fleeing from law enforcement actively assisting the Border Patrol". The "Udall Foundation Reauthorization Act of 2023" sponsored by Rep. Juan Ciscomani (R-AZ) would reauthorize through FY 2028 the Morris K. Udall and Stewart L. Udall Foundation, which is an independent executive branch agency. The Foundation engages in public policy pertaining to environmental policy and climate change, as well as funds scholarships for individuals who identify as Native American. The Foundation lists diversity, equity and inclusion (DEI) as one of its strategic objectives in its strategic plan. Oppose is the Limited Government Position as it is the role of the private sector - not government - to operate and fund such a Foundation, especially a politicized entity which engages on issues such as climate change and DEI. There are hundreds of thousands of other non-profit entities with just as deserving of missions yet are rightfully forced to operate and obtain their funding from the private sector.

Reauthorizing the Udall Foundation an Unnecessary Politicized Entity Advancing DEI and Climate Change Agendas.

Marjorie Taylor Greene (R-GA) amendment #23 to the "National Defense Authorization Act (NDAA) for Fiscal Year 2024" strikes a provision for a feasibility study for a "center of excellence" (trauma hospital system) in Ukraine. According to the sponsor, the stated mission of the Department of Defense is to deter war and to protect our nation's national security interest, and "paying for a feasibility study on creating a center of excellence in Ukraine does not deter war, nor does that protect our national security interest". The "Save Our Gas Stoves Act", sponsored by Rep. Debbie Lesko (R-AZ), prohibits the Department of Energy from implementing the proposed rule titled "Energy Conservation Program: Energy Conservation Standards for Consumer Conventional Cooking Products". This regulation would impose energy efficiency standards on gas cooking products. Support is the Limited Government Position as the government should not infringe consumer appliance choices in order to advance a politicized environmental agenda. This measure is critical to combat the draconian regulations being advanced by the Biden administration, which may result in millions of Americans no longer being able to enjoy utilizing a gas stove to cook.

If we are going to foot the bill at international organizations, we should not do so at the expense of promoting the CCP". Placing America First by Prohibiting Funding for the United Nations Food and Agriculture Organization - An Entity Led by a Former Minister of the CCP.

The "CBDC Anti-Surveillance State Act" sponsored by Whip Tom Emmer (R-MN) would prohibit the Federal Reserve from issuing a surveillance-style central bank digital currency (CBDC) that could give the federal government the ability to monitor or control individual Americans' spending habits. According to the sponsor, the amendment is in response to cases of employees engaging in environmental justice activities that overlap divisive racial ideology with radical environmentalism. The "Equal Representation Act" sponsored by Chuck Edwards (R-NC) would require any questionnaire used in the decennial census to include a checkbox or other similar option for respondents to indicate whether the respondent and each household member is a U.S. citizen. August Pfluger (R-TX) would eliminate duplication in the permitting process for Liquified Natural Gas (LNG) exports and bypasses the "pause" the Biden administration imposed on LNG exports on January 26, 2024. Specifically, the bill eliminates the requirement for the Department of Energy to authorize LNG exports and instead give the Federal Energy Regulatory Commission (FERC) sole authority over the approval process. As a result, the bill bypasses the specific provision used by the Biden administration to pause approvals of LNG exports. According to the sponsor, "current appropriations law has established that taxpayer dollars do not go to the Assad regime" but "nearly half of the United Nations' aid funds in Syria were funneled to companies directly related to the Syrian Government."
