According to the sponsor, the Biden administration rule "is an example of the ESA being used to stifle development rather than its intended purpose, which is to protect species from human-caused harm". According to opponents of the bill "rather than purely defending international religious freedom, USCIRF can now be found championing 'beliefs' encompassing radical gender ideologies that are antithetical to the very freedom of religion USCIRF was created to defend". Oppose is the Limited Government Position as the United States is no longer fiscally able to serve as a world missionary considering the nation's national debt now exceeds $35 trillion. Additionally, the USCIRF has become a politicized entity which no longer adheres to its founding mission.

Under the REINS Act, new rules imposed by federal agencies must be approved by Congress if they have an annual effect on the economy of more than $100 million or result in a major increase in costs or prices for consumers, among other conditions.
