The Tester amendment #5480 to the "Inflation Reduction Act of 2022" prohibits title 42 (a policy invoked at the start of COVID-19 that grants border patrol the ability to expel migrants seeking asylum) from being lifted until a comprehensive plan has been presented to congress and members are allowed 30 days to review.
