According to the sponsor "Secretary Buttigieg and President Biden's DEI initiatives which hire and promote people based on their physical characteristics over their merits and qualifications violate Title VII and the Constitution." Support is the Limited Government Position as taxpayer funds should not be utilized to promote DEI or CRT, which are ideologies that sow division amongst Americans and are intended to further grow the role of government. These programs also fuel cronyism by enriching the providers of these services, who are typically politically connected.

Protecting Taxpayer Funds within the Aviation Appropriation Bill from Being Utilized to Fund Politicized Initiatives Surrounding Diversity, Equity and Inclusion (DEI).

The Susan Muffley Act of 2022 requires taxpayers to cover the costs of providing full pension benefits to the roughly 21,000 former employees of Delphi Corporation. These employees have been receiving only partial pension benefits following the bankruptcy of the company, which served as the parts manufacturer of General Motors, a company that also went bankrupt in 2009. The bill also requires that all the former employees receive 13 years of benefit backpay and interest at a rate of six percent. Oppose is the Limited Government Position as despite the terrible precedent that was established during the government bailout of the banks and auto manufacturers in 2009, it is not the role of government to bailout privately owned companies and place the costs on the backs of taxpayers. Additionally, this measure is especially unfair to the countless other workers and employees who have suffered similar financial setbacks over the years due to employer bankruptcies, albeit their circumstances did not receive the media attention garnered by Delphi.

Forcing Taxpayers to Bailout the Pension Plans of Delphi Retirees (Parts Manufacturer of General Motors During 2009 Bankruptcy).

The "Ocean Shipping Reform Act of 2022" provides the Federal Maritime Commission new power to investigate and order refunds of "unreasonable" demurrage charges (late fees when cargo is not unloaded in contracted time frames at ports), as well as a series of other new regulatory powers. Oppose is the Limited Government Position as it is not the role of government to interfere in the private contract negotiations of companies, absent fraud or criminal activity. Instead, lawmakers should empower the free market to reduce shipping costs by repealing the underlying government regulations that have led to the shipping cost crisis, such as the Jones Act and other government barriers to port construction.

Expanding Government Power to Set Prices and Interfere in Private Contracting Agreements Between Companies Through the Ocean Shipping Reform Act.

The "Next Generation Pipelines Research and Development Act" sponsored by Rep. Randy Weber (R-TX) creates new spending programs for researching and developing advanced technologies and materials for natural gas pipelines. Under the bill, the Department of Energy (DOE) will award financial grants to select companies "involved in the development of next generation pipeline systems, components, and related technologies". Oppose is the Limited Government Position as this cronyism provides competitive advantages and enriches government-favored companies at taxpayer expense. The free market - not government bureaucrats - is best equipped to direct funding to the most promising technologies, unlike government which is not subject to "profit and loss" signals like the private sector. Note: The lawmakers who opposed the bill due to their opposition of fossil fuels were also recorded as opposing the limited government position.

Expanding Cronyism and Enriching Government Favored Companies through the "Next Generation Pipelines Research and Development Act".

The "Violence Against Women by Illegal Aliens Act" sponsored by Rep. Nancy Mace (R-SC) would make immigrants who lack permanent legal status "inadmissible" to the country and "deportable" if they have admitted to committing or have been convicted of sex offenses or domestic violence. Under current law, a non-U.S. national is deportable for certain criminal convictions, including domestic violence, stalking, and child abuse. The bill makes any sex offense (including crimes against minors) or conspiracy to commit a sex offense a basis for deportation. The bill also expands the domestic violence crimes that make a non-U.S. national deportable to include physical or sexual abuse or a pattern of coercive behavior when it occurs within certain close relationships. Support is the Limited Government Position as ensuring public safety and national defense is arguably the most important role of government. Failure to secure our nation's border and deport criminals not only has catastrophic implications on the ability to maintain law and order, but also creates countless other issues, ranging from welfare to the education system.

Strengthening Public Safety by Deporting Immigrants who Commit Sex Offenses through the "Violence Against Women by Illegal Aliens Act".

This concurrent resolution, sponsored by Rep. Maria Salazar (R-FL), states that Congress denounces socialism in all its forms and opposes the implementation of socialist policies in the United States of America. Support is the Limited Government Position as the"Father of the Constitution", President James Madison, wrote that it "is not a just government, nor is property secure under it, where the property which a man has in his personal safety and personal liberty, is violated by arbitrary seizures of one class of citizens for the service of the rest".

Protecting American Energy Production by Blocking Biden's Executive Order "Tackling the Climate Crisis at Home and Abroad".

The "Millennium Challenge Corporation Eligibility Expansion Act" authorizes the Millennium Challenge Corporation (a bilateral U.S. foreign aid agency) to provide aid to a greater range of countries. Previously, the corporation could only provide aid to countries with per capita incomes that were amongst the lowest 75 lowest in the world. This bill now authorizes aid to any country that is within the lowest 125 in the world. Oppose is the Limited Government Position as the United States is not in the position to expand its foreign aid initiatives to an even greater range of countries with higher levels of wealth when congress is running a budget deficit of $1.4 trillion. Providing Foreign Aid to Additional Countries with Higher Levels of Wealth Through the Federal Millennium Challenge Corporation.

The "Restoring American Energy Dominance Act" sponsored by Rep. Lauren Boebert (R-CO) would nullify the Bureau of Land Management's proposed rule entitled "Fluid Mineral Leases and Leasing Process." This rule would (1) increases bonding rates for oil and gas production on federal lands, (2) introduces new "preference criteria" for onshore oil and gas leasing that would limit areas available for production, (3) prevent leasing outside of currently producing areas. Support is the Limited Government Position as low-cost energy is essential to growing the economy and improving the quality of life for all Americans. The "Creating a Respectful and Open World for Natural Hair (CROWN) Act of 2022" makes a person's hair texture or hairstyle a protected characteristic if is commonly associated with a particular race or national origin. CROWN applies to public accommodations, employment, and federally assisted programs. Oppose is the Limited Government Position as this bill allows anyone who alleges they have been discriminated against based on their hair to file a lawsuit in federal court in the same manner one may file under the Civil Rights Act and the Fair Housing Act. As a result, both individuals making frivolous allegations and plaintiffs\' attorneys could abuse the court system and expose businesses to significant legal liabilities, potentially having the opposite intended outcome by making it more difficult for individuals with these hairstyles to find employment and housing.

Increasing Frivolous Litigation and Legal Liabilities by Making "Hair Texture and Style" a Protected Characteristic in Employment and Housing.

The "Protecting Our Kids Act" is composed of eight separate gun control measures packaged together. Among other things, the bill bans "high capacity" ammunition magazines, places several mandates on how firearms may be stored, and makes it illegal for individuals to build their own firearms or "ghost guns" without serial numbers. Oppose is the Limited Government Position as these "one-size-fits-all" mandates - especially those surrounding firearm storage - harm the ability of law-abiding individuals to defend themselves and weaken their Second Amendment rights while ultimately doing little, if anything, to deter criminals from continuing to engage in unlawful behavior.

Weakening Second Amendment Rights Through Multiple Overreaching Bans and Mandates Concerning Ammunition Magazines, Firearm Storage, and Home-crafted Firearms.

The "Safeguarding Tomorrow through Ongoing Risk Mitigation Technical Corrections Act" amends the STORM Act, requiring that state and local governments comply with the latest edition of building codes, which contains, among other things, stricter efficiency mandates and environmental regulations. Oppose is the Limited Government Position as additional red tape and complying with these "one size fits all" regulations are unnecessary to mitigating natural disaster risk and ultimately drive-up taxpayer costs while preventing program funding from being most effectively utilized.

Increasing Regulatory Burdens and Red Tape Under the Hazard Mitigation Revolving Loan Fund.

The "Autism CARES Act of 2024" sponsored by Rep. Chris Smith (R-NJ) increases spending on federal autism programs by $279 million and authorizes $2.1 billion in total spending over the next five years. Much of the spending is directed towards research at the National Institute for Health (NIH). This includes expanding the number of centers of excellence dedicated to autism from five to seven, with the new centers focusing on behavioral support needs and "health equity issues". Oppose is the Limited Government Position as our society faces many health challenges well deserving of research including Alzheimer's, cancer, heart disease and countless other chronic conditions. Unfortunately, our nation is not in a fiscal position to hike spending at the enormous levels contained in this bill, especially on wasteful and politicized initiatives such as "health equity". Obstructing American Energy Production through a Poison Pill Derailing the "CLEAN ACT" which Reforms the Federal Permitting Process.

The Rep. Tom Tiffany (R-WI) amendment #58 to the "Department of Homeland Security Appropriations Act, 2025" prohibits the expenditure of funds to extend "temporary protected status" (TPS), for nationals of El Salvador. TPS is a tool provided by Congress that allows for the President, acting through the Department of Homeland Security, to allow foreign nationals to remain temporarily in the United States if conditions in their home country are too dangerous to send them back. According to the sponsor, "like so many immigration laws, this narrow authority has been repeatedly abused". The sponsor also noted that nationals of El Salvador have been granted TPS due to the aftermath of an earthquake in the country, but "here is the problem: That earthquake was in 2001, more than two decades ago." Support is the Limited Government Position as despite the need to grow the U.S. economy through reforms to the immigration system that increase the number of skilled individuals who may enter and work in our country, the continued abuse of TPS places an immense drain on U.S. infrastructure and taxpayer resources ranging from welfare to the education system, while also creating serious law enforcement and national security issues.

Strengthening Immigration Enforcement by Ending the Abuse of the "Temporary Protected Status" Program for Nationals of El Salvador.

The "Violent Incident Clearance and Technological Investigative Methods" (VICTIM) Act of 2022" directs $100 million in new annual spending on grants for local entities to assist victims of crime. The funds are directed to be used for food and housing and other vaguely defined initiatives called "improving relationships with communities." Oppose is the Limited Government Position as this bill is largely politicized, with many ineffective and wasteful provisions. Instead, lawmakers should combat efforts that "defund the police" and allocate funding to proven initiatives that actually prevent crime from occurring in the first place.

Advancing an Ineffective and Wasteful Crime Victim Bill Rather Than Supporting Law Enforcement and Preventing Crime.

The Rep. Garret Graves (R-LA) amendment #8 to the "Creating Confidence in Clean Water Permitting Act" would exclude nearly all renewable energy infrastructure projects authorized under the Inflation Reduction Act (IRA) from the expedited permitting process established within the underlying bill. Specifically, the bill excludes taxpayer-funded linear infrastructure projects within the IRA if the actual cost of the federal subsidies exceeds the amount originally estimated by the Congressional Budget Office (CBO). According to the sponsor, many assessments have found the true cost of the federal subsidies to exceed the amount projected by the CBO by a factor of three or four times. Support is the Limited Government Position as this amendment helps protect taxpayers by ensuring the wasteful green energy projects from the IRA remain delayed, but other needed infrastructure projects receive expedition. Furthermore, the measure helps protect families and businesses from higher electricity costs that would result from the construction of the unnecessary transmission lines and increased renewable energy usage.

Protecting Taxpayers by Ensuring Wasteful Renewable Energy Projects Do Not Receive Expedited Permits from the "Creating Confidence in Clean Water Permitting Act".

The "Legislative Branch Appropriations Act, 2025" sponsored by Rep. David Valadao (R-CA) contains key provisions which eliminate diversity, equity and inclusion (DEI) and other politicized initiatives surrounding climate change. This includes the removal of provisions which cut plastic waste in the legislative branch and the elimination of a requirement that members lease low-emission vehicles. Support is the Limited Government Position as politicized frameworks pertaining to DEI and Equity, Social and Governance (ESG) merely drive-up taxpayer costs and grow division. Strengthening Accountability of Taxpayer Funds by Ensuring No Cash is Provided to the United Nations Unless Explicitly Authorized by Congress.

The "DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act" sponsored by Rep. August Pfluger (R-TX) would prevent funding from the Department of Homeland Security (DHS) from being provided to any college or university that has a relationship with a Confucius Institute (a cultural institute directly or indirectly funded by the Chinese government). According to the sponsor, "the Chinese Community Party is utilizing Confucius Institutes to infiltrate American university campuses and engage in espionage, steal intellectual property, intimidate Chinese dissidents, promote communist propaganda, and funnel sensitive information back to the People's Liberation Army". Support is the Limited Government Position as taxpayers should not be forced to pay for the educations of individuals who chose to enroll in colleges and universities, especially entities which partner with one of America's top adversaries, the CCP.

Blocking DHS Funds from Being Provided to Colleges and Universities with a Confucius Institute or any Ties with the Chinese Communist Party (CCP).

The Rep. Chip Roy (R-TX) amendment #31 to the "National Defense Authorization Act (NDAA) for Fiscal Year 2024" prohibits Department of Defense schools (DoDEA) from using funds to promote or compel teachers to adhere to Critical Race Theory (CRT). Support is the Limited Government Position as all public education systems should be solely utilized to prepare children for their careers and promote excellence in core subject fields, such as reading, mathematics, and the sciences. Schools should be held accountable to parents and measures, such as this bill, are crucial to ensure classrooms are not weaponized to advance any political or social agendas onto children.

Strengthening the Integrity of the DoDEA School System by Prohibiting the Promotion of Divisive Concepts, such as Critical Race Theory.

The Rep. Ann Wagner (R-MO) amendment #4 to the "Expanding Access to Capital Act of 2023" would insert language from the "Increasing Investor Opportunities Act" into the underlying bill which expands investment by removing certain financial regulations. Specifically, this measure creates a more competitive investment environment by allowing publicly offered closed-end funds (CEFs) to invest up to 100% of their assets in private securities. According to the sponsor, "SEC bureaucrats have taken another step toward reserving safe access to investment opportunities for wealthy, accredited investors" and this measure would "increase investment opportunities for millions of Americans and eliminate unnecessary barriers restricting investor access". Support is the Limited Government Position as this measure reduces overreaching regulations, strengthens individual liberties and boosts capital formation for startup businesses.

Expanding Investment Opportunities Through a Reduction in Financial Regulations on "Closed-End Funds" by Amending the "Expanding Access to Capital Act".

The Rep. Greg Steube (R-FL) amendment #73 to the "Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024" prohibits any funding within the bill from being provided to UNESCO. According to the sponsor, UNESCO is "incredibly corrupt and mismanaged" and has a long history of anti-American and anti-Israel bias. Support is the Limited Government Position as taxpayer funds should not be provided to foreign entities that hate America and its allies. Placing America First by Preventing Funding from Being Provided to the United Nations Educational, Scientific, and Cultural Organization (UNESCO), which has an Anti-American Bias.

The Rep. Gabe Vasquez (D-NM) amendment #64 to the Strategic Production Response Act strikes the entire underlying bill and requires the Strategic Petroleum Reserve to be stocked with oil from the United States, thereby prohibiting the ability to restock with lower-cost oil from Canada and Mexico. Oppose is the Limited Government Position as this amendment unnecessarily drives up taxpayer costs and places barriers to restocking the Strategic Oil Reserve. This amendment is largely designed to obstruct North American energy production and provide financial benefits to the sponsors' state.

Obstructing North American Energy Production by Prohibiting the Procurement of Oil from Canada or Mexico for the Restocking of the Strategic Petroleum Reserve.

The Rep. Andy Biggs (R-AZ) amendment #71 to the "Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2024" strikes $2.7 billion in funding to the higher education account. This account provides appropriations for grant programs that provide direct taxpayer support to higher education institutions.
