This system fuels cronyism, with the free market the best mechanism to control and direct liquor sales.

Extending the State's Draconian Liquor License Regime for Another 8 Years.

This bill gradually reduces the state's corporate tax rate from 4.9% to 2.5%, starting with 4% in 2023 and a 0.5% annual reduction until 2026. Support is the Limited Government Position as these tax cuts will drive businesses to Arizona and unleash economic growth by keeping a greater amount of resources in the private sector where they can be reinvested. Instead of enacting countless out-of-control and wasteful spending initiatives, the legislature should work to make even greater cuts in the corporate tax rate.

Spurring Economic Growth by Gradually Reducing the Corporate Tax Rate from 4.9% to 2.5% by 2026.

This bill expands upon the existing requirement that before a municipality adopts a zoning ordinance or amendment, it consider the "probable impact" on housing construction costs. Under this bill, the municipality must consider a "housing impact statement" that includes "a general estimate of the probable impact" on housing construction costs, "a description of any data or reference material" the ordinance or amendment is based on, and "a description of any less costly or less restrictive alternative methods of achieving the purpose" of the ordinance or amendment. Support is the Limited Government Position as, like all government central planning attempts, many of the zoning and land use ordinances enacted across the state are overreaching and oftentimes designed to benefit select developers and landowners. Combatting Government Overreach by Requiring Localities to Consider a Housing Impact Statement Before Adopting Zoning Ordinances or Amendments.

This bill serves as a proactive attempt to block Central Bank Digital Currencies (CBDC) issued by the U.S. Federal Reserve System. The bill prohibits CBDC issued by the federal government from being the "subject or medium of payment of any contract, security or other similar instrument in this state." This bill exempts utilities from the requirement that an application for a certificate of environmental compatibility be submitted and approved prior to constructing an electrical transmission line on property that is owned by an owner of the transmission line. Finally, employers are required to report previous employees for actions, such as refusing to return to work or failing to appear for a scheduled interview. Support is the Limited Government Position as combatting fraud within the state's unemployment insurance system is critical to maintaining low payroll taxes for businesses, which are forced to pay into the system. While unemployment insurance should not be carried out by government - rather, a system should be established whereby individuals and companies can purchase into a program on the private marketplace - lawmakers have a duty to maintain the integrity of the system.

The bill also limits the amount that localities may charge mobile food vendors per location or vehicle and allows vendors to request an exemption from certain health and safety standards. Additionally, the bill modifies existing law which required a person to be "acting within the scope of employment and in behalf of the enterprise" in order for an organization to be criminally liable. Under this bill, a person must only be "acting on behalf of the enterprise." This bill eliminates the requirement that regulated health professional groups seeking to expand their scope of practice submit a written report to the legislature. The report must contain information such as "why an increased scope of practice is beneficial" and any recommendations from regulatory bodies, the Department of Health Services, and accredited education and training programs. Support is the Limited Government Position as this bill eliminates a barrier that serves as a hinderance to expanding access to healthcare and competition, which results lowers costs.
