Forcing Taxpayers to Fund Aborted Fetus Trafficking and LGBTQ and Transgender Medical Training through a $27 Million Appropriation for Health Education Programs.

This bill would allow the governor to develop and execute an interstate compact for border security among other states, fostering the sharing of law enforcement intelligence, sharing state and law enforcement resources, and permitting other actions deemed necessary to secure the border identified in the compact. Under the bill, the execution of the compact does not need legislative approval. Support is the Limited Government Position as ensuring public safety and national defense is arguably the most important role of government. This bill is designed to prevent large data centers from "double dipping" by receiving two separate economic development incentives for the same project. The regulations primarily benefit dealers and surround the termination procedures of the agreements and how the mediation process must be conducted. The bill removes the limit on the number of animals allowed in a herd share and also eliminates a number of other regulations surrounding milk quality tests. Strengthening Individual Liberties and "Food Freedom" by Reducing Restrictions on Personal Raw Milk Consumption through Herd Shares.

This bill appropriates over $30 million and 257.25 full-time positions to the Liquor Division, the budget 64% higher from 2022 than what is needed for inflationary growth. The bill adds three new full-time positions, which includes a new program systems specialist. As a result, health insurers are forced to only offer costly plans loaded with coverages that most individuals do not need. This can result in lower-income or younger individuals choosing to purchase no insurance plan at all due to the high cost.

Hiking Health Insurance Premiums by Mandating Health Insurance Companies Cover a 6-Month Supply of Contraceptive Drugs.

This bill makes it easier for counties to satisfy notice requirements to destroy noxious weeds, on private property, "including necessary destruction of crops," at the expense of the landowner. Currently, a property owner has five working days from the time of receipt of a notice to begin addressing weeds. This bill provides that when the property owner is "not known or readily available," service is considered satisfied eight days after the notice is postmarked or certified registered receipt at the address. Weakening Property Rights by Providing Government Officials Overreaching Powers to Trespass onto Private Property and Destroy Crops in Order to Control "Noxious Weeds".

This bill appropriates $500,000 to the Rural Nursing Loan Repayment Fund. This program provides taxpayer-funded loan repayment to nurses working in regions with populations below 20,000. Taxpayers in urban areas should not be forced to subsidize the amenities of individuals who choose to locate in rural or other portions of the state where nurses may not be as accessible.

Growing Government Central Planning by Forcing Taxpayers to Pay Off the Student Loan Debt of Nurses in Rural Areas.

This bill prohibits localities from regulating the possession, sale, transfer, and manufacture of knives. This bill prohibits state and local governments from imposing any additional regulations on digital assets such as bitcoin, including taxes or restrictions on the holding or mining of digital currencies. Additionally, the bill bars the state from participating in the use, development, or testing of a central bank digital currency. Protecting Civil Liberties by Banning Central Bank Digital Currencies and Preventing Localities from Imposing Regulations on Bitcoins and Other Digital Assets.

This bill ensures individuals do not have to receive a COVID-19 vaccine or provide a "vaccine passport" in order to receive state and local services, enter a government building, or be employed by the state. The bill also applies to other vaccines that are available under emergency use authorization and have not yet received full FDA approval. Support is the Limited Government Position as this measure helps protect individual liberties by ensuring it is individuals - not government - making the medical decision on whether or not to receive a vaccination against COVID-19 or other diseases. Unfortunately, this bill includes a number of exemptions such as schools, day care facilities, healthcare facilities, and federal requirements.

This resolution amends the state Constitution to require signatures from at least 6% of the electorate in every legislative district for a citizen-led referendum. Current law only requires signatures to be collected from 6% of the electorate residing within 18 of any of the state's 35 legislative districts.
